Waverly Police Department

The Waverly Police Department is located at 111 4th Street. NE, Waverly, Iowa. The city of Waverly has a population of 9,000. It is about 120 miles north and east of Des Moines and 20 miles north of Waterloo. Waverly is the home of Wartburg College which has an attendance of about 1,400 students.

Personnel
Currently, there are a total of 16 sworn officers and 1 full-time office manager serving the Police Department.

The Oath of Office
All personnel, before assuming sworn status, must take an oath of office to enforce the law and uphold the constitution of the United States, the State of Iowa, and the Ordinances of the City of Waverly.

Function
The Police Department is created as an executive branch of the City Government by City Ordinance. It is assigned the following functions:

  • The protection of persons and property
  • The prevention and deterrence of criminal activity
  • The maintenance of public order
  • The detection of criminal activity
  • The apprehension of offenders
  • The enforcement of all state and local laws
  • The timely and effective response to unusual occurrences
  • The recovery and return of property
  • The education of the public
  • Providing other services to the citizens of the community that are deemed to be proper functions of the Police
  • Our approach to the police function is proactive rather than reactive, with police managers anticipating events through planning, using personnel and resources effectively, and can be seen in the statistics for call-for-service.

Organization
The Police Department, under direct control of the Chief of Police, includes: Field Operations and Support Services. A chart exists that shows this organizational structure visually or you can look at an outline of the same information in text.

Field Operations
Field Operations provides line services of the Department by maintaining and enforcing law and order, and protecting property and life. Elements include the ability to perform tasks with intense concentration for extended periods; remain calm, make critical decisions, and complete complex tasks under life-threatening and/or hazardous conditions; work within tight time constraints; present self in non-threatening and courteous manner to the public in emergency situations; deal with critically injured/ill people; work in unknown situations and respond to emergencies without warning. Organizational components include, but are not limited to:

  • Patrol - The patrol unit consists of sworn, uniformed officers, assigned to line services. Responsibilities include: making arrests, responding to calls-for-service, initial investigation, initiating reports of incidents, traffic enforcement, school talks, and crime prevention.
  • Investigation
    Investigation is staffed by sworn, uniformed and plainclothes officers and civilian office manager. Responsibilities include: follow-up criminal investigations such as fraud, narcotics, gangs, property crimes, crimes against persons, juvenile offenses, and internal investigations.
  • Identification - Uniformed officers, along with the criminal investigators, are responsible for collection and preservation of evidence and property, crime scene processing, police laboratory work, computer entry of data, consigning materials to major labs for analysis, and writing report assignments.

Support Services
Waverly Police Administration provides support functions necessary to the success of line services by planning, organizing and directing the work of employees performing varied operations connected with police activities. Organizational components and their functions include, but are not limited to:

  • Training/Community Services - A uniformed officer is responsible for: the armory; establishing and maintaining good liaison between the Department and schools, business community, media; developing training programs; and maintaining crime prevention and public relations.
  • Planning and Research
    Administrative officers directly assist city administration by providing data collection, analysis of data, and alternatives to problem solving. Other activities include: staff inspections, Police Manual revisions, and annual report.

D.A.R.E.
Drug Abuse Resistance Education, is a preventive program originally developed in Los Angeles, California. Its aim is to equip youth with the skill to resist peer pressure to experiment with and use harmful drugs.
